About this role
Lead Consultant to support Sokoto State under the EU-funded SPADS project, undertaking a social protection landscape assessment, actor mapping, and the development of an implementation framework to strengthen coordination, service delivery and resilience. The role is for experienced professionals with a strong background in social protection reform, policy development and institutional strengthening, to work in Sokoto North and Sokoto South.
What you would do
- Conduct a comprehensive assessment of Sokoto State's social protection landscape and compare it with regional best practices.
- Conduct institutional mapping to identify roles, mandates, service coverage, referral pathways, and coordination arrangements.
- Identify strengths, gaps, coordination challenges, and opportunities to align social protection with economic recovery and resilience-building initiatives.
- Facilitate a two-day stakeholder workshop with duty bearers, development partners, civil society and other stakeholders to review findings and validate recommendations.
- Develop a Social Protection Implementation Framework providing a practical roadmap for coordination, service delivery, economic inclusion, and resilience.
- Produce high-quality analytical outputs, including reports and strategic planning documents, with recommendations for capacity strengthening.
What they are asking for
- A minimum of 8-10 years of progressively responsible experience in social protection, poverty reduction, economic inclusion, livelihoods, or institutional systems strengthening.
- Experience supporting government-led social protection reforms and policy implementation.
- Proven ability to conduct institutional assessments, stakeholder mapping, political economy analysis, and systems diagnostics.
- Experience designing or supporting social protection frameworks, strategies, policies, or implementation plans at national or subnational levels.
- Demonstrated ability to facilitate multi-stakeholder consultations, technical working groups, and government coordination platforms.
- An advanced university degree in a relevant field (e.g., social protection, economics, public policy, development studies) with additional professional training in related areas.
