Consultant to Develop the Borno State Adolescent and Youth-Friendly Health Services (AYFHS) Policy

About this role

A consultant is sought to review, adapt and develop a Borno State Adolescent and Youth-Friendly Health Services policy, drawing on national standards and local context. The role targets someone with experience in AYFHS/SRH and health policy development to conduct assessments, facilitate consultations and produce a comprehensive policy with implementation and MEAL arrangements.

What you would do

• Review national AYFHS standards and other policies.
• Review Borno State policies and health priorities.
• Conduct a rapid assessment of AYFHS in Borno State.
• Identify gaps, opportunities and contextual factors.
• Consult adolescents and stakeholders for inputs.
• Develop the policy and accompanying implementation, MEAL and monitoring frameworks.

• Advanced degree in public health, health policy, public policy, development studies or related field.
• Demonstrated experience in AYFHS, SRH or related public-health programming.
• Experience with desk reviews, situational analyses, stakeholder consultations and policy development.
• Knowledge of Nigeria's health-policy context and state-level contextualisation skills.
• Strong report-writing, analytical, facilitation and stakeholder-engagement skills.
• Experience working with government, CSOs, development partners or humanitarian actors is an advantage.
